North of the River Recreation and Park District (NOR) is a special district operating under Section 5780 of the California State Code established for the purpose of providing park and recreation services within a specified boundary.

Is North of the River Recreation and Park District
a department within the City of Bakersfield or the County of Kern?
No. North of the River Recreation and Park District is neither a County or City department. It is a separate government entity (a special district) operating under Section 5780 of the California State Code.

How is North of the River Recreation and Park District funded?
North of the River Recreation and Park District receives property taxes from properties within areas of the district (approximately $.05 per $100 of assessed valuation), fees on development (to offset new parkland acquisition and basic park development), grants and program fees.

How do I know if I am an NOR District resident?
If you live within the Beardsley, Fruitvale, Norris, Rosedale or Standard School Districts, you are most likely a resident of North of the River Recreation and Park District.

Is alcohol allowed at NOR District parks or facilities?
No, alcohol is prohibited at all NOR District parks and facilities.

What is NOR's refund policy?
Approved refunds will be mailed to participants within four weeks.

• If NOR cancels a program for any reason, a full refund will be given.
• If a participant withdraws from a program prior to the beginning of the program, a full refund will be given.
• If a participant withdraws from a program after the program begins, a prorated refund, as authorized by the program supervisor, may be given.
• If a participant withdraws from a program and the participant has received equipment and/or materials related to program participation, the cost of the equipment and/or materials will not be refunded.
